Florida building code requirements
Because of the high risk of hurricanes and water intrusion, Florida has strict building codes for roofing that are particularly stringent in high-velocity hurricane zones (HVHZ), which include Pompano Beach.
- Wind and water resistance: The 2023 Florida building codes (8th Edition) include enhanced requirements for new roofs and roof replacements to improve wind and water infiltration resistance.
- Underlayment: For slopes of 4:12 or greater, one layer of specific ASTM-compliant underlayment must be applied shingle-fashion, with required fastening schedules. Alternatively, a self-adhering polymer-modified bitumen sheet that meets specific ASTM standards can be used to cover the entire roof deck.
- HVHZ application: Specific requirements with associated roofing application standards (RAS) and testing application standards (TAS) must be followed within HVHZs.
- The 25% Rule (updated): While the original rule could mandate full replacement if damage exceeded 25% of a roof area, the Florida legislature updated it in 2022. Buildings with roofs installed after March 1, 2009, according to the 2007 FBC, may have a path to avoid full replacement under certain conditions.
